How can I track a Blackberry device if it is off?

1.How do I track a Blackberry device that is switched off?

2.When the device does come on does it have to be the same SIM card/number that I registered with in order for me to view the location? (e.g. if someone else puts their own SIM card can I still find my device?) The phone has Blackberry Protect but cannot locate because it is off (curve 9360).
