How do I enable video for a Skype call between an iPhone 4S and a PC?

My son has been trying to Skype with me using his iPhone 4s, (I’m on my computer) and whenever we try, he can see me but I can’t see him. All that I can see is a blank blue screen or a box where he should be showing up.

He has tried to enable the video chat screen but that only shows up as the box, and when he disables it, it’s just the blue screen. We have been trying to Google it for hours and we can’t come up with any answers and it’s really frustrating.

Does anybody have any idea what’s going on here? My daughter has the same phone and it works fine with no problems.
