Does limiting Android’s background processes improve performance and battery life?

http://ift.tt/1iZHv9S

In Android Jelly Bean 4.2.2 , There is a option in the Developer section to permit a maximum number of background processes.

Does it really keep restrictions on the running apps? Can I set it to 3 or 4 max apps only for better battery performance? I don’t multitask much.

Is it recommended for Performance and Battery life ?
