How can I get System Restore working on my Windows 8.1 PC?

I have Win 8.1 with touch screen. System restore is not working but seems to be enabled. When I get to System properties, the system restore button, Configure and Create are all grayed out. Under Protection settings it shows, “Searching” for available drives but nothing ever fills in. I rebooted more than once. I’ve done virus scans, disabled AVG scanner and used System File Checker but nothing I’ve tried will get System restore working. Does anyone have any suggestions besides reinstalling windows? Any help is appreciated.
