Why can’t I make calls on SKype, even though the test calls work?

Skype heartbeat shows everything healthy, test call works great, but when I dial I get the proper “doorbell” noise – but then nothing. Skype worked fine up to about 10 days ago, then this. Anybody have any ideas?
