Why is my computer taking so long to start up and shut down, and what does this error message mean?

Hi, I am getting this message when starting uy computer:

“Failed to connect to a Windows service: Windows could not connect to the User Profile Service service. This problem prevents limited users from logging on to the system. As an administrator user, you can review the System Event Log for details about why the service didn´t respond.”

Now my Windows 7 Outlook (theme has been changed to look like XP…) is taking 15 minutes to start my PC and 15 min to log off… Can you help?
