Why does a Windows Media Center window open up whenever I try to install or remove software, preventing me from running the installation?

I am running Windows 7 Ultimate on my PC. When I install software, a Windows Media Center Window opens and I can’t install the software. Also, when I open the control panel and go to “Uninstall or change program” and turn a Windows’ feature on or off again, the Window Media Center window opens and I can’t install my software. Help me please.
