Why won’t my PC restart properly?

I’m having trouble restarting my computer. Whenever I try to restart it via the Start menu or with the reset button on my tower, it won’t restart properly. The screen goes black but the fans keep running. The fans on the video card turn off but back on and nothing happens. I’ve tried restarting without the video card but it still won’t restart. I built this computer a few days ago.

Any ideas?
