Which web service provides non-VOIP international calls? Web services like Viber-out , Skype-out , LINE and Facebook messenger provide either an app-to-app and/or calls to phones via VOIP. But are there web services which provide free or paid international calls to phones , by connecting over phone lines instead of data connection. Like , say a scenario , the webservice would call both numbers and connect.
