How do I set up Windows Mail app on a new PC?

I have just purchased a new PC with Windows 8.1. I have set up an Outlook.com account which is my PC login as well.

When I click on the Windows Mail app, I get the account set up screen. I log on using Outlook.com. However, I get the reply “account already set up”.

Also the app does look like a mail client with inbox/read panel just the account setup.

I have checked another Windows 8.1 PC and the mail app, when clicked, opens into an email client, albeit it with a Hotmaill.co.uk account.

am I missing something?
