Why do I get an error in the “stop light” program on the Arduino?

http://ift.tt/ZMDsXC am using Arduino for the first time and I followed the directions to make the stop light. When I run the program, I get an error message which says “changeLights’ was not declared in this scope”. Please help. Thank you.
