How do I install Windows inside of Linux?

http://ift.tt/Z81CLv there a way to run any Windows Installer natively within the most recent distro of Xubuntu? I am attempting to install any version of Windows but my hand-me-down Dell Dimension 4700 Bios A09 will not let me boot from CD/DVD/USB.
